Student Centered Funding Formula Oversight Committee

About the SCFF Oversight Committee

The Student Centered Funding Formula Oversight Committee (Oversight Committee) was established in 2019 by budget legislation for the purpose of continuously evaluating and reviewing the implementation of the Student Centered Funding Formula (SCFF). The committee met their legislatively required duties with the submission of their final recommendations report in October 2021. The Committee ended in December 2021.

Oversight Committee Priorities

The first priority of the Oversight Committee is to review and make recommendations to the Legislature and the Department of Finance on or before January 1, 2020, on the following elements and their inclusion in the supplemental allocation of the SCFF including a proposed implementation plan:

  • First-generation college students, including a timeline for data collection and incorporation into the funding formula by no later than the 2022–23 fiscal year.

  • The definition of a low-income student and whether to adjust the point system to better reflect low-income students in regions of the state with a high cost of living.

  • Incoming students’ level of academic proficiency, which may include, but is not limited to, measures such as performance on a nationally recognized high school assessment, high school coursework, high school grades or grade point average, or achievement of a high school diploma.

The second priority of the Oversight Committee is to review and make recommendations to the Legislature and the Department of Finance on or before June 30, 2021, on the following elements and their inclusion in the applicable allocation of the SCFF, including an implementation plan:

  • Noncredit instruction and instructional service agreements, and whether these should be incorporated as part of the base and supplemental allocations of the SCFF.

  • How district allocations could be adjusted if a recession were to occur.
